Investigate whether communities that are currently monitored for compliance with Environmental Justice (EJ) regulations have characteristics that are consistent with the intent of EJ regulations.

Euquant Solution

Created the Community Attribute Index (CAI). This Index reduces fourteen community characteristics to a single score thereby providing the end user with the ability to compare communities on a broad spectrum of socio-economic dimensions.

Euquant Insight

Federal regulations mandate the use of race and poverty thresholds to define EJ areas, but race and poverty alone are insufficient. Often very high income communities may attract members of minority groups in numbers large enough to exceed the threshold percentage that triggers EJ monitoring. Yet, by all other socio-economic attributes, these communities are among the most well endowed in a local area.

EuQuant Deliverables

The CAI allowed the client to evaluate EJ communities by broader criteria than only race and income. Now the client is better able to monitor communities whose characteristics are more consistent with the stated intent of EJ. Furthermore, the client possesses a tool which allows them to evaluate the impacts of policies outside the arena of Environmental Justice. This is another illustration of our company's focus on helping our clients succeed.
